All Virginians are being given rights to drive a motor vehicle…. even those who legally are not Virginians! It is all thanks to the new Driver Privilege Card that Governor Ralph Northam championed, and is being offered to anyone regardless of their immigration status. The I-D cards are for folks that are residents of the state but not a U-S citizen. However, they must have reported income from Virginia sources or filed taxes as a dependent within the last 12 months. The driver privilege card is not REAL-ID compliant so you cannot use it to board a flight and you must be at least 16-years old to obtain one.
