House Subcommittee Passes Bill To Ban LGBTQ ‘Panic Defense’

A Virginia House of Delegates subcommittee approved a bill to ban the so-called “LGBTQ panic defense” which is a legal strategy that asks a jury to find that a victim’s sexual orientation or gender identity or expression is to blame for a defendant’s violent reaction, including murder. So far 11 states and Washington, D.C. ban the legal tactic. Lawmakers in Maryland are considering a measure that would prohibit the use of the legal strategy in the state.
