Gov. Ralph Northam released planned COVID-19 regulations for in-person graduations at schools, colleges and universities. The preliminary requirements cap outdoor event attendance at 5,000 people or 30% of the venue capacity, whichever is less, while indoor events will be capped at 500 people or 30%, whichever is less. Masks and social distancing will also be required. Northam will make the final guidelines available Apr. 1 when he updates other COVID-19 restrictions.
