Virginia is now the 4th state to ban cosmetic testing on animals. Governor Ralph Northam signed the Humane Cosmetics Act which takes effect January 1, 2022. It also bans the sale of cosmetics tested on animals beginning July 1, 2022. California, Nevada and Illinois are the other states with such a ban and 6 other states are looking at similar legislation.
