The Virginia General Assembly passed four new pieces of legislation that will make it easier and cheaper to build and buy electric vehicles in the commonwealth, making the state the first “Zero Emission Vehicle” state in the south. Lawmakers have also considered adopting California’s clean car standards, imposing emissions limits more stringent than federal ones and mandating that a certain percentage of all cars sold by manufacturers in the state be electric.
