Virginia becomes the first state in the South to legalize recreational marijuana. The General Assembly passed a bill that was to OK pot in 2024 but Gov. Ralph Northam added an amendment moving the date to July 1. On Wednesday the House approved the amendment by a 9-vote margin while in the Senate it deadlocked with Lt. Gov. Justin Fairfax breaking the tie. Those 21 and older can possess up an ounce of pot and cultivate 4 plants per household.
