Richmond County residents will soon need to show a pass in order to use public dumps and if back property or real estate taxes are owed they need to be paid up before a pass will be issued. According to Northern Neck News that decision was made by county supervisors after administrator Morgan Quicke reported trash tonnage increase between 5 to 10% per month over the last 14 months. Supervisors are looking at starting the pass system every January 1.
