A reckless driving charge is filed in a Richmond County collision between a SUV and a horse-drawn buggy that resulted in 2 people critically injured and the horse being euthanized. State Police say the SUV driver rear-ended the buggy last Wednesday on Route 3 near Folly Neck Road throwing the 2 occupants from the vehicle. Both the SUV and buggy were traveling eastbound and police say the buggy had lights and a placard.
