The Virginia Department of Motor Vehicles will have a new commissioner as Rick Holcolmb announced his retirement. According to the Richmond Times-Dispatch Holcomb made the announcement Monday through an internat e-mail. He first became commissioner under Gov. George Allen then left the position only to come back for a second stint in the role. Holcomb’s last day is Jan. 14. Incoming Gov. Glenn Youngkin will be appointing Holcomb’w successor.
