The Northumberland County Board of Supervisors is looking at implementing a pass system for residents to access county dumps. According to the Northumberland Echo lawmakers are studying the system Richmond County recently implemented where each household gets 2 passes but only if they are current on personal property and real estate taxes. The pass system stopped out-of-county residents from dumping their trash thereby lowering costs.
