Virginia’s budgeting process is under way with the House and Senate releasing their spending plans on Sunday. Both proposals incluude income tax rebates and cutting the grocery tax but that’s where the similarities end as the Richmond Times-Dispatch reports the Senate is calling for higher pay raises for state workers while the House wants to spend about $3 billion less overall.
