A House of Delegates subcommittes rejects a bill that would ask Virginians to decide on whether a felon’s voting rights should be restored after serving their sentence. Last year the General Assembly approved that measure but it takes two votes to get the proposal on the ballot. Without the measure only the Governor can restore voting rights and other civil rights.
