The Virginia House of Delegates passes a bill making catalytic converter thefts a felony offense. The converters are an attractive target as they are easy to remove and contain precious metals which are sold to scrap dealers. The bill also requires dealers to keep purchasing records for 2 years in case of future investigations. The Senate will now consider the measure.
