The Virginia Senate passes a bill to create a customized license plate honoring the Richmond Planet, a newspaper founded by emancipated men. According to the Virginia Mercury the effort to get the plate created began with a Tappahannock man who collected the 450 preorders needed for lawmakers to create a measure authorizing the new issue. The bill now goes to the House where it is expected to easily pass.
