Northumberland County Treasurer Ellen Booker Kirby received the L. Gene Harding Lifetime Award from the Treasurers’ Association of Virginia. According to the Northumberland Echo Lancaster County Treasurer and TAV Director Bonnie Dickson gave Kirby the award at tlast week’s Northumberland Board of Supervisors Meeting. Kirby has been the county’s treasurer for more than 4 decades. She is credited
with developing TAV’s performance measures and standards still in use today.
