VSP Investigating Felon Rights Restoration Applications

Virginia State Police are investigating some of the applications submitted by felons to restore their rights to purchase guns after the agency learned they mayt have used fake utility bills to verify their residency. According to News 3 the investigation began after a search warrant was obtained in connection with restoration requests where bills from Dominion Energy and other utilities appeared irregular and manipulated by a computer. The rights restoration process involves several steps and some depend on where the felon lives.
