The Department of Homeland Security released its final public charge rule in September, clarifying under what circumstances the public charge test will be applied to U.S. immigration applications. Confusion around public charge can create a chilling effect, preventing immigrant families from accessing public benefits for which they are eligible, even when the benefits will not impact their future immigration status.
