When the General Assembly convenes next year it may consider a bill to ban the state’s colleges from withholding transcripts from students if students need them to get financial aid, serve in the armed forces, or apply to higher education or jobs. According to Virginia Public Media the proposed legislation will also allow universities to ask that students enter payment plans to settle debts, although that won’t be a requirement.
