Essex County Commissioner of the Revenue Thomas M. Blackwell announces he will not seek re-election this November. Blackwell was elected in 2005 to finish the final two years of Mabel Franklin’s term and was re-elected without opposition to 4 more 4-year terms. Blackwell says he will be forever thankful for the opportunity to work with state and local officials and especially his colleagues in the Virginia Commissioners of the Revenue Association.
