Last week the Kilmarnock Town Council passed the a fiscal year 2023-24 budget. The Rappahannock Record reports the $12 million spending plan is nearly $4 million more than last year’s budget with much of the increase due to the waste water treatment 2.0 project. The town council also increased sewer rates will increase $15 per billing cycle and water rates will increase by $5 per billing cycle.
