Virginia Governor-elect Glenn Youngkin says he will remove the Commonwealth from the Regional Greenhouse Gas Initiative carbon cap-and-trade program for power generation. Youngkin says the Initiative is a carbon tax that is fully passed on to ratepayers and will sign an executive order to withdraw from the 11-state program. Utilities in participating states pay for credits to offset emissions past a vertain amount. The revenues are used for energy assistance to low-income residents.
