The General Assembly passes legislation to restore regulators’ authority to set electric rates. According to the Virginia Mercury current law gives the State Corporation Commission the ability to determine a rate range where utilities such as Dominion Energy and Appalachian Power Company are allowed to make a profit. The new legislation allows the SCC to order any reduction or increases” to rates “that it deems appropriate” to ensure rates are just and reasonable. The bill is headed to Gov. Glenn Youngkin’s desk.
